What is the QBCC?
The Queensland Building and Construction Commission (QBCC) is the government body that regulates the building industry in Queensland. They protect homeowners by licensing contractors, setting standards for building work, and administering the Home Warranty Scheme.
As a QBCC licensed contractor, Plaza Works must comply with strict regulations regarding contracts, deposits, progress payments, and insurance. These rules exist to protect you.
Maximum Deposit Limits
Queensland law limits how much deposit a contractor can request before work begins. This protects you from paying too much upfront.
Projects Under $20,000
Maximum deposit allowed before work starts on site. For a $15,000 project, the maximum deposit is $1,500.
Projects $20,000 and Over
Maximum deposit allowed before work starts on site. For a $30,000 project, the maximum deposit is $1,500.
These limits are set by Section 33 of Schedule 1B of the QBCC Act.
Progress Payment Rules
Under QBCC regulations, progress payments must be proportionate to the value of work completed. This means we cannot claim more payment than the value of work done on site.
Payments Must Match Progress
Each payment claim must directly relate to the progress of work at the site and be proportionate to the value of work completed.
Halfway Rule
A contractor cannot claim more than 50% of the contract price (including deposit) until at least 50% of the work on site has been completed.
Clear Milestones
Payments should be linked to clearly defined construction stages so you can inspect the work and confirm completion before paying.

Home Warranty Scheme
The Queensland Home Warranty Scheme provides insurance protection for residential building work valued over $3,300. This insurance is mandatory and protects you if something goes wrong.
What It Covers
Non-Completion
If your contractor cannot complete the work, the scheme helps cover the cost of having another contractor finish the job.
Defective Work
If defects appear after completion and your contractor cannot or will not fix them, the scheme can help cover rectification costs.
Coverage Period
Non-structural defects are covered for 6 months after completion. Structural defects are covered for 6 years and 6 months.
HWS Premium
The Home Warranty Scheme Premium is included in your invoice total. We collect this premium and pay it to the QBCC on your behalf before work begins. Below are the current premium rates for renovation work:

Premiums are set by the QBCC and are effective from 1 July 2020. For projects over $50,000, refer to the full QBCC premium table.
Your Rights as a Homeowner
Written Contract
For work over $3,300, you must receive a written contract that clearly sets out the scope, price, timeline, and payment schedule.
Cooling Off Period
You have 5 business days to withdraw from a contract after signing, without penalty (for contracts over $3,300).
Consumer Building Guide
For contracts over $20,000, you must receive the QBCC Consumer Building Guide before or at the time of signing.
Right to Inspect
You have the right to inspect work before approving progress payments. Never pay for work you have not inspected.
